			<content:encoded><![CDATA[<p>Yesterday, Ed Osbourne &amp; Greg Buckley were present for the House of Representatives committee vote on HB258 which was unanimously approved by all in attendance.  Rep. Bennett gave a very impressive description of the need for streamlining the current agonizing process between DMV and the courts to remove these unwanted vehicles from our premises.  Ed and Greg personally thanked Rep. Bennett and all of the dedicated legislators for their time and considerations. The next step for the HB 258 is a run through the House floor and then off to the Senate.</p>

			<content:encoded><![CDATA[<p>Per a communication from Pete Rudloff, here are the highlights of the meeting: <span id="more-236"></span></p>
<ul>
<li>L1 or equivalent (as deemed by DNREC) will be the standard to have your DEEP cert, lose your L1 and lose your DEEP cert.</li>
</ul>
<ul>
<li>Current  DEEP techs will get a new 5 year certificate that expires in 2016.  After  that they will have to maintain their L1 or equivalent.</li>
</ul>
<ul>
<li> Cost  to have the new permit that allows you to drive an unregistered car is  $25.00 per year (billed in a 5 year cycle) and must be accompanied with  proof of garage keepers insurance. The drive permit is linked only to the  DEEP tech.</li>
</ul>
<ul>
<li>DNREC  will work to find grant money that will potentially fund (partially) a  class similar to the one in 1990 but for modern cars; this class would  count as “equivalent to”. If this class happens then a DEEP tech will  again have the option of testing out or taking the class. There is no  guarantee this will happen and if it doesn’t the L1 will be the only way  to get a DEEP cert. If it does happen expect similar or higher class  costs to the 1990 class, making the L1 still the cheapest option for  attaining and maintaining certification.</li>
</ul>
<ul>
<li>There was discussion about enforcing regulation 31 which deals with the waiver process.  Only  repairs performed by a DEEP tech qualify towards a waiver on OBD2  vehicles. On OBD1 and older a DEEP tech can sign off on customer repairs  and only count their parts (with proof of purchases) towards the  waiver.</li>
</ul>
<p>Once  the correct procedures are all hashed out, DNREC is going to put  together a guidance document that will better explain what we should be  doing, this will get mailed to all current DEEP techs and ultimately  will find a spot on the internet.</p>
